Are These Doctor Who Titans Vinyl Figures Cosplaying as Each Other?

That was my first thought. Did somebody mix up the heads to the bodies? They’re wearing the wrong outfits!
Aha, but no they’re not. This is the “Regeneration Collection” – and with the obvious exception of #1, they’re all wearing the previous Doctor’s outfit that they died and regenerated in. Perhaps mirroring the impossibility of tracking him down for reunion specials, Christopher Eccleston’s #9 is a chase figure – one of four (I would assume the War Doctor to be one of the remaining three, and maybe Tom Baker’s future Curator as another).
Why is #4 the only one who looks happy?
